Welcome to 4ECL

4 Elements Consulting Limited (4ECL) is an energetic, independent, rapidly growing Hong Kong registered civil engineering and strategy firm. We provide project management and consultancy services across a broad range of disciplines, from conceptual planning to implementation and monitoring.

4ECL Services

The name of 4ECL is based on the four elements theme in which fire, water, earth and wind are the main building blocks of all things. This leads to a specific way of trying to understand and decompose major components and elements presented by engineering challenges.

Strategy

Strategy should bring clarity to an organization - it should be a signpost for showing people where you, as their leader, are taking them - and what they need to do to get there.

Business
Model Analysis

It's critical to analyse the connection between organisational structure, influencing factors (PEST), project fundamentals, revenue planning and overall project management.

Proposals
and Documentation

Whether preparing proposals to bid for future work or compiling documentation to enable future bidding of a contract requires a clear and concise approach.

Infrastructure
Appraisals

Assessment of demand, supply, networks capacity and performance requirements. Findings establish need for upgrade, capacity enhancement or replacement.

Development
Appraisals

Value
Management

Value management is a style of management particularly dedicated to motivating people, developing skills and promoting innovation, with the aim of maximizing performance.

Lifecycle
